Page 40 JCI tells the State of Minnesota that 71 % of Duluth School District voters don't care if their is a referendum. This is on page 40. This is what it says after the arrow: "71% report that absence of a bond referendum has no impact at all on their support or opposition to issuing bonds. Nineteen percent are "less likely" to support the issuing of bonds without a referendum and six percent are "more likely" to do so.
