In 2007 this document was presented to the State Dept. of Education as the primary justification for the Red Plan. It is the infamous page 87 which shows that the Red Plan will lead to 5 million dollars of annual savings in the operating budget. I am posting this page on Snowbizz at the beginning of 2013 six years later as the Duluth School District has almost completely eaten up its once massive reserve fund and has classes of 40 plus students in its secondary schools.
