One of the Republican caucus members told me that I shouldn't necessarily believe our newspaper's interpretation of the meaning of these code words. Your reply suggests that they are are indeed a little incendiary. Including this language may be a tactic to keep some leverage in your negotiations with the Senate Committee but beware. There could be a heavy price to pay for this leverage if voters get the wrong idea.
